NOT NULL CONSTRAINT -    Ensures that a column cannot have a null value. Procurement Price and Issue Price

1. Procurement Price - What price they actually buy it and give it to public distribution , if rice selling at 35 will be selling at 30 . 

This is because the poor people can also afford it .

Higher than the cost and less than Market price.

It will be more than MSP.

The price at which the government procures from the farmer for PDS (Public Distribution System)

2. Issue Price - is the price at which the government is selling . If procurement is 30 , the issue ( Government is buying at 30 ) is 28 it is because to serve the poor people.

The government is buying at 30 and selling at 28.

Difference between procurement and issue price is subsidy . The subsidy scheme the government offers. 

Issue price is 28 --- procurement is 30 ---- and market price is 35.

The main objective of government to serve the people and to fulfil the needs of the people .
